thank you for the new info (for me) with picture explanation, I may need it, but i don't guess that is what is the poster wants ;)
Your example is preventing a user on local pc to run a software, which means this is a cool way, if there is an application installed on pc1, and pc1 is used by many users, user1,user2,user3 then you can prevent user1 and user2 from using this software and give access only yo user3.
