There is such a thing as a non-functional requirement.
Like cellphones. Years ago I had a cellphone as big as a brick (it was cary-able, not really handy though) cell phones became smaller and smaller ever since they became common good, the size might not be functional but still it is apparantly something the consumer wants (and the sales on cell phones are sky high).
Same here. We could of course do our work with the navy gray forms and the well known menu. OTOH, if we can make sales increase by offering just that bit more appealing UI then that might be a requirement for doing good business. Would that more appealing UI be really adding to the functionality? No, absolutely not. But if the user feels good about it then why not give just that and make the user feel OK with what s/he wants, even without vista...
