I agree with Tushar.
When I upgraded from vfp 9.0 to sp1 (and to sp2 also), the update need to launch the original vfp9 setup.exe that I installed vfp9 from. And as I remember, similar message to yours appear that allow me to browse to the setup.exe (in the installation CD, or the hard if you saved the cd to the hard then installed), so that the update will use the same setup.exe that the original vfp9 used to create the updated version.
But in your case you have a vfp9 upgrade?? .. try the same scenario, browse to the vfp9 setup that you upgraded from (in your upgrade cd) and let it use it to upgrade.
