I'm not too sure what you actually mean by "... calculate government holidays in a month automatically" in your original post, however in Indonesia we have a labor law that regulates amount+extras/multipliers of pay companies and/or government agencies have to pay workers, eg. 2x hourly pay for each first 7 hours worked during holiday and 3x each hour thereafter up to certain maximum hours per day - week - month. Is this what you're asking about ?
In any case you need to have a table of holidays first as Stefan suggested. The rest would be a matter of "looping and if/endif"
