That sounds as if there may perhaps be something wrong or incomplete in your MSOffice/Excel setup - that is, I have seen similar effects occasionally when an MSOffice component thought it was not complete yet, and would have started an Windows Installer "Preparing to install..." dialog, instead of simply starting right away (when running it interactively via MSOffice shortcut in the Windows Start menu)
