Best is to login first on the server and trap the error if the server is down when you cannot open the dbc on the server. Then automatically open the dbc on the workstation and display on the screen that the user is working on offline database.

You can then put utility menu or button to check the status of the server and upload your local database to the server database and re-login to the server to work online.
