Try this:

y=ALLTRIM(thisform.combo1.value)
USE "valanntable.DBF" IN SELECT(ALIAS("valanntable")) ALIAS VAL_TBL ORDER valanntable
&& Don't use "val"! It's another function's name!

IF !SEEK(Y, "VAL_TBL", "valanntable")
   = MESSAGEBOX("POLICY NOT FOUND")
ENDIF
