I would echo what Ken said. You should not mess with Windows settings. It is not merely a question of annoying a user (though that should always be a consideration) but also more and more Companies have 'standard' configurations for their machines and often even disable the windows components that allow them to be changed. One of my clients runs programs overnight that check workstation configuration and undo changes that have been made (including registry settings! So people there cannot even change their Explorer home page). Your application would not only not be acceptable in that case, it probably wouldn't even work at all!

Stay away from changing windows confgurations inside your application. If the user wants pink text on yellow forms with a purple background that is their decision, not yours.
