It very well could be! I just pointed out on the first, most often cause of this error. (I happen to have my own (un)fare share of the C5 error troubles. And you are right: more often than not, it's not a persistent, but an intermittent error.)
What OS your customer/users have on their PCs?
Additionally: have you Config.FPW distributed with your EXE? If you have - is there a line with

RESOURCE=OFF?
