Hi,
Ok here is I think something for you to do and maybe will shed light on your issue.

I first created a folder structure 100% identical to yours on my server under an S:\ drive.

So my path is "S:\Common\Shared Data\Trans America\IN"
I next created a txt file with the same name as yours . . "Coverages_20131127.TXT"
I added one line in the txt file with word "Hi there, this is working"

I then went into the VFP command window and performed the following commands . .
CREATE CURSOR curTest (Data C(28))
inputPolicyDataPath = "G:\Common\Shared Data\Trans America\IN"
SET DEFAULT TO (inputPolicyDataPath) && This is not required, just to verify if I can set a default into your folder path.
inputPolicyDataPath = inputPolicyDataPath + "\Coverages_20131127.TXT"
APPEND FROM (inputPolicyDataPath) TYPE SDF

After running the Append From command several times here is what I see in my temp cursor:

Now the difference is I just used the inputPolicyDataPath memory variable instead of the one you used
which in my test will make no difference providing your memory variable has the same string value in it.

I strongly suggest now with not resolving this you move into the VFP command window and duplicate
my test above. This will prove the validity of the .txt file and also 100% prove that on your
system this is working.

After this has been done, now dive into your code and see what values do not match what you already
proved worked in the command window.

Of course if failing in the command window, the problem is not with FoxPro. We can look at this
if in the command window things fail... but I think is will be OK in the command window and you
have something wrong in code logic.
