I think you found the answer to this question yourself (at least I used your "Flash Player 9 IE plug-in" sentence to test if it works:).

If it's an IE plug-in then probably it's only for web browser I thought and tried this on my system (didn't know even if I already had flash9b.ocx - appearantly I did:):

lcURL = "file://C:\Program Files\Microsoft Office\OFFICE11\1033\video.swf"
Public oForm
oForm = Createobject('IEForm')
oForm.Show()
oForm.oIE.Navigate2(m.lcURL)

Define Class IEForm As Form
  Height = 500
  Width = 600
  Add Object oIE As OleControl With ;
    Height=500,Width=600,OleClass="Shell.Explorer",Anchor=195

  Procedure oIE.Refresh
    Nodefault
  Endproc
Enddefine


It worked a treat. With VFP8, I don't remember if Anchor property existed then, you may need to remove.
