One of the programmer wrote the middle ware (xml Web Service) which talks to the BackEnd (SQL Server 2000) while other developed the interface in VB 2005 with SQL CE as BackEnd. Smart Device Application requests the MW to load an order. MW sends XML string that is interpreted and written to tables of SQL Server Compact Edition Database (which is created whenever a user runs SDA). All the data is stored in this SQL CE database till the user clicks the Update button.

No, I think, it does not mean that PDA application cannot talk directly to SQL server, i did not try. Our case was little different because we had purchased SAGE PRO ERP solution with the source code (VFP8) and the MW uses most of the Business Logic from that existing program. You can try talking directly to SQL 2000.
