If you decide to use Apache instead of IIS just remember a couple of things that I found out.

1) Apache 2.x doesn't work with FoxISAPI. The output gets corrupted.
2) Apache 1.x and FoxISAPI doesn't seem to want to use the already created process over again. It creates a new process for each request. If your FoxISAPI COM server is complicated this can slow your system and user requests down greatly. And if the processes don't get released your system resources will get eaten up.
3) Apache seems to have less security holes than IIS so if you don't like doing updates and aren't going to use FoxISAPI then it's a good choice.
4) It's configured by a text document so it's more time consuming to figure out EXACTLY how to use it.
