As a general rule - no, you cannot register OCX without Admin rights.

However, you might try to bypass registering your OCX by placing it into the same directory with your EXE. It may or may not work, you need to try it. The matter is, registration is actually needed, among other things, for your system (OS) and/or VFP to know where to find a component when your application calls this component. If you have a command like

SET DEFAULT TO (JUSTPATH(SYS(16)))
&& or
SET PATH TO (JUSTPATH(SYS(16))) ADDITIVE

your EXE, then, may find your OCX without looking into the system's registry database.

The above said notwistanding...

I would second colleagues Stefan and Jun, and strongly recommend you to create an Installation Setup Kit with InstallShield Express (included into the VFP7 package), and let your customers' SysAdmins install it on their end users' machines.
