DLL's are just that, Dynamically Linked Libraries. They contain functions that are used by the executable and are loaded dynamically at the time the exe needs the functions.
They are ALSO loaded dynamically when a DLL needs a function in another DLL. See www.FileDependencies.com for more info on these dependencies.
Since the functions in these DLL's can be used by more than one file concurrently they are not linked IN a exe but are by design, placed as a shared library of functions.

Another option of course is when you want to make use of a function in a DLL that is not used by VFP as a standard.
In that case you have to declare the function in the DLL.
Read the DECLARE - DLL help on this in the helpfile.
