No. IIS is unneeded. You need setup Windows Firewall -> open the port (80). Just, create new rule for port 80.

Yes. There are 3 possibilities.

a) 127.0.0.1 - it will work only locally (on the server)

b) 192.168.0.20 - it will work on 192.168.0.* subnet (this is preferred choice)

c) 0.0.0.0 - it will work on all ip addresses assigned to server.

Exactly! There is no need to install anything on the server. No application rules, no IIS, ... nothing.
