While you are correct in the fact that the select is not necessary in the scan, but it is a good practice for code clarity. I, at least, find it helpful when dealing with complex code. I suggest that you replace your locate with the following:

LOCATE FOR ;
MySQL_Emails.Recvd_Dt = lcMessageDate AND ;
OCCURS(lcAttachment,MySQL_Emails.Attachment) > 0
