If you want to make use of Active Directory, then the ONLY way is to create a series of EXE files rather than a single EXE with a menu - there is no other choice. Using Active Directory, your SysAdmin sets permissions to files or folders. He/she cannot see the menu so there is no way for him/her to set permissions inside the EXE.

Active Directory is the tool your SysAdmin is supposed to use when setting permissions (indeed, it is the only tool he/she can use.) If you want your SysAdmin to set permissions for your apps, then you have no choice - create a series of EXE files.

Note also, when you create an active directory aware application, it is actually a lot less programming. You need not create a password entry window, you need not create permissions and password tables, you need not encrypt these tables, nor do you need create a "Main Menu" as these are all handled by Windows.
