maybe because the people hiring guys are not able to judge their knowledge...
And guys just fresh from what ever are cheaper then expirienced ones.

Example
We offer some solutions with "SQL-server properly setup by your IT including ODBC to WS" ,
(we also offer "by us" for a small fee), then we sometimes meet "admins" whos knowledge ends with a doubleclick on setup.exe.
What I hate is how to handle that situation without to much trouble for all ?

They even do not know that windows event logs exist and how to read it .
I do not know much on it, too. But I do not call myself admin, I see myself as a developer.
Other guys in our company are admins/sys guys, real ones of course (they started with ALTOS or earlier)

Btw , Its easy to differ when you meet them :
Guys with notebook, vokuhila and a nokia 6300 are usually real admins
if they have a webtablet , hairgel and a so called smartphone : be careful.
