That's by design. An ON KEY LABEL, once assigned, persists throughout the environment until it's unassigned, or it's pushed on or off the PUSH KEY/POP KEY stack, or VFP is closed.

Hugo and Cetin have some good suggestions.

The Form.KeyPress event can be a good alternative to ON KEY LABEL. It's scoped to its form -- if you were to handle F11 in a form's KeyPress event, F11 would -only- be functional when that form is the ActiveForm.
