As Cetin demonstrated you're breaking every rule in the SQL book, besides breaking the best rule in Foxite whic is:
when you have a tricky SQL problem, DON'T present a story and DON'T post the screwed-up query that's failing.
DO post data samples and a sample of this data as you want it to look with a correct query. We'll make the query, tested with the DATA you posted.
CREATE CURSOR CurIssueBn (datasrce I, network ,source ,service ,,,, )
INSERT INTO Curissuebn VALUES (1,,,,)
INSERT INTO Curissuebn VALUES (1,,,,)
CREATE CURSOR Mchprof (,,,,,,)
INSERT INTO Mchprof VALUES (,,,,,)
CREATE CURSOR Bank (code I, ,,,,)
INSERT INTO Bank VALUES (,,,,,)

* Expected query result :
,,,,,,,

Please complete.
