My opinion is use a dummy logical field, deletion and counting records should be based on the dummy logical field value.

In our application physical deletion will be handled only by a "ADMIN" user(PACK). Normal User deletion will be just resetting dummy logical field. Based on the value in the logical field application will identify whether the record is deleted or not?
