Deleted records are puted in validation becuase they are not phisicaly removed, you always can RECOVER them. What will happen if you have inserted a new record with the same PK? If you want to exclude Deleted records from Primary index if you FILTER it for NOT DELETED(), but keep in mind that that kind of indexes can't be used for optimization in versions prior VFP 9 (I can't remeber right now the exact version).
