Yes. It is similar to developing a normal program, except that you need to make your screen objects a little bigger since a finger is larger than a mouse. Also if you want to allow any text entry, you have to provide an online keyboard, if there in no normal keyboard or some way of preselection from lists.

As such the changes are very minor and are not a big thing. So go ahead and do it.
