In tools/options/File Locations the file is C:\PROGRAM FILES\MICROSOFT VISUAL FOXPRO 9\REPORTBUILDER.APP. When I run this app from the development window I get the 'Report Builder Options' screen. The options selected are:

Report Designer Event Handling = Search for a handler class in the registry table (See below)

Handeler Registry Table = Use internal lookup table

When I clicked on Registry Explorer I found the following interesting entries in the Event Handeler Registry:

TextLabelHandeler frxhandlers.vcx Event=2, objtyp=5, objcode=0, and native is checked

TextLabelHandeler frxhandelers.vcx Event=14, objtyp=5, objcode=0, and native is checked

These are the only two entries that have 'native' checked.
