Well, I went to Microsoft's website and installed the newest MSXML4 package and voila! It works!

Check the supporting runtimes you need to install here: http://fox.wikis.com/wc.dll?Wiki~VFP9RuntimeFiles~VFP and/or in the Help file under 'Including Report Files for Distribution' and related application installation links.
