Have you considered a Gantt Chart?
We use one for our software development schedules. But it can be adapted to any industries.
#1 The Gantt chart can be zoomed in down to hours (From yearly Quarters down to every 5 minutes).
The logic in your request #2 can be added easily,
#3. All the Gantt items contain a startdatetime and enddatetime that can be edited.

And the whole thing can be viewed at a glance. The one I used also has Export to XML and XSL options.
