I downloaded it. It did not start running. I unzipped it. It did not start running. Self-running?

This is actually a good thing as self-running code would be a security risk.

However, I did want to run it.

Well, I did not know what to do with it. Having tried to compile it and gotten syntax errors reported, I was stuck.

I have never used .scx/.sct files.

Finally, I did get it to run.

I have two bug reports.

1) Your program assumes set talk off. On my system, set talk defaults to the default of on. This messes up the form display. You should add a set talk off.

2) When the lights go out, only a small bit of the colour is displayed. It is displayed at the top left of the area where the light on graphic is displayed. It should be in the middle. (Think of how lights behave.)
