I don't know what is a incremental search facility, but whatever it is, I think it is not necessary in this case: this is a simple list with names, where the user can select one and then click a editbutton to edit the data of the selected person.
I prefer a listbox to a combo in this case, precisely because of user comfort. Access to list items is easier/faster: the user does not have to open the combo first, and then select an item.
I do use combos in the same form, where access to items is not as frequent as in the listbox.
