Thanks for your help thus far. It seems that I don't have a config.fpw file. Additionally, I tried setting this paramter in my program that is hvaing the issue, and I continue to get the error.

Here's what I am setting: mvcount = 65000

So, how do I create a configuration file? The most records that I want to keep in a table is like 20K. However, I have just over 60 variables that I am declaring, not includding about 20 arrays. Does the mvcount of 65000 include all records in all tables/cursor/arrays that are open, or is this a setting for just one table/cursor/array. Can I increase it?
