Is your "buttons" form is a top level form too?
If it not then you can't prevent it being overlap by your data form since your data form is a top level form.

Your app run a sidebar (your buttons form) in VFP screen (screen is top level form too), then by click any button in sidebar it will run another form (your data from) as top level, then your data form will overlap VFP screen including your "buttons" form inside it.

I prefer to use MDI style application where all form will run/show inside main form or VFP screen.
With this style, is easier to manage all your form.
