The Help topic Supported Visual FoxPro Commands and Functions in OLE DB Provider
at http://msdn.microsoft.com/en-US/library/80x51c04%28v=VS.80%29.aspx
shows that a BEGIN/END TRANSACTION /ROLLBACK block is a supported command in VFPOLEDB.
