Some of the newer ADSL 'modems' do have a physical POTS interface, but if you don't have a VOIP account with your provider, it won't matter.

You can also use a softphone (software only) and automate that .
You will need an account with a VOIP provider to actually make any calls *to* a POTS line.

I've done a lot of automation and integration last year with X-lite from http://www.counterpath.com/ - you can get that package and muck around with it, if you are taking the softphone approach.
