Simple. If the server is a Windows server running Terminal Services, you log in as ADMIN (MASTS), install the VFP 6 runtimes and any other dependencies like Activex controls if used.

Then you just create a folder, copy your exe into it and give access to users to that folder to Read & Execute.

Users then run MSTSC from their local machines, log in and if your app is setup to run as the initial application, the app is run. You don't need to worry about TEMP folders as every user will get their own temp folder. Just don't use hardcoded paths.
