The first and most popular response is usually to visit West-wind.com and read up on internet technologies... etc.
Once you get it, you will find that there are other options which work, as good, as West-wind, and depending on your own programming style, work better.

www.foxweb.com
www.afp.com
www.x-works.com
Are three which come to mind.

But the basics are,
1 you have to have your own web server (most of the time) that just means a machine, with windows 98 or nt or 2000 on it, running VFP and some web connection software, and web serving software.
A static IP address, and connection to the internet.
