VFP7 has a different version of foxisapi.dll than the one that ships with VFP6. I am not sure what's new or different in the VFP7 version and I have never found any documents about it. Therefore, I still use the VFP6 foxisapi.dll and it works fine with the web engine that is written in VFP7.

Just adding to Eric's Personally I use two programs for web design, fisrt is Image Styler of Adobe and the second one is DreamWeaver of Macromedia. These two are, for me, the easiest.
